Carriage Run HOA Board Meeting
February 24, 2025

Board of Directors Attendance: Veronica Jennings, Diana Richard, Takyla Hill and LaTonya Eley.
The meeting was called to order by V. Jennings.
Board Members introduced themselves and how long they have lived in Carriage Run. Ms. Jennings shared the purpose of the meeting which was to update homeowners on new information, the budget, the website and nominations for the upcoming year.
The meeting minutes for October 10, 2024 and January 13, 2025 were approved.
The financial report was shared and discussed. We are in the positive and moving in the right direction. HOA dues are due at the beginning of the year and are late on March 1st. There is a $10 late fee added monthly. We have 97 properties and 34 are behind on their dues. We have 8 properties with liens. We incur a $270.00 fee to file against a homeowner when fees are not paid.
The floor was opened for homeowners to share their comments/concerns.
*Mr. Carl Slade had some questions. Who holds the HOA Board book? The book is held by the current president. What are the late fees? Late fees are $10 per month. What is the budget? The budget will be shared shortly. Can we add all agendas to the website? Yes, moving forward, we will add all agendas to the website.
*A homeowner on Greys Mill Road had a concern. A fence had been installed some years ago on the property line behind the homes on Greys Mill Road. That fence was removed and now there are some concerns. People are walking through the backyards; some back yards are not clean and it is unsightly from Benvenue Road. What can we do? The New Board for the 2025-2026 year will have to discuss and see what options we have.
*Homeowner concern. There was a notice that we have had police presence in the neighborhood and was wondering what was happening. Ms. Jennings reached out to Rocky Mount Council Member TJ Walker, Ward 7 and he contacted the RMPD about the concern. Chief Hassell called and sent us a memo with our neighborhood current status. He stated that we have one of the safest communities in Rocky Mount. The report was read and shared with homeowners.
*Mr. Carl Slade suggested to have a mailbox beautification week. This would bring homeowners together to work on fixing and painting mailboxes and give us a uniform look throughout the community. This could be something we do as a competition as well with prizes. The idea was voted on as something that we would like the board to discuss and implement.
The Proposed Budget was shared with homeowners and discussed. With the 97 properties paying $90/year for annual dues, we should bring in $8730.00. Our cost to operate paying Insurance, Utilities, Landscaping, Accounting Services, HOA Website, Food for Annual Meeting and legal services is $7360.58. That would give us some cushion of $1369.42. We also have a bank balance of $10,494.76. It was determined that we do not have to raise the HOA annual dues this year. It was shared that the annual dues have fluctuated from $90-$100 since the formation of the HOA. This has been for various reasons but is determined by the board. Homeowner suggested that we have a meeting/program to help those that have trouble figuring out how to make the payments. We also discussed foreclosure for overdue HOA fees but we will leave it on the table as a last resort option if needed but we do not want to use. The motion was made and 2nd to adopt the proposed budget. The 2025 Budget was adopted.
The New Board will contact Thompson Nursery and sign the new contract.
Ms. Jennings read the descriptions for each board position for homeowners to know what each position requires.
New election nominations were taken. After lots of discussions and nominations being made and rejected, Ms. Jennings was nominated, she accepted and she was unanimously voted as the 2025 HOA Board President. Ms. Richard was nominated, she accepted and she was unanimously voted as the 2025 HOA Board Vice President. Ms. Hill was nominated, she accepted and she was unanimously voted as the 2025 HOA Board Treasurer. Mrs. Eley was nominated, she accepted and she was unanimously voted as the 2025 HOA Board Secretary. Ms. Espinosa was nominated, she accepted and she was unanimously voted as the 2025 HOA Board Architectural Review Committee Chair.
It was motioned to change the By-Laws to state that the Vice President will serve a 1-year term and then they will move to the President position the following year. The Vice President’s position will then be voted in each year. That motion was postponed until a later date giving time to fully discuss proposal.

The Annual Homeowners meeting for the Carriage Run HOA was called to order by President
Ricky Bigley. All of the board officers were present.
A quorum was established with 13 homes represented. The Board noted that we have a new
accountant, Keith Beck, due to the retirement of our long-standing accounting firm, Reliable
Accounting. Annual dues for 2024 are to be mailed directly to Mr. Beck’s office. Going forward,
for cost-savings, the Carriage Run website (www.carriagerunhoanc.com) will be the primary
communications vehicle with the HOA and includes an email link for homeowners.
A financial report for 2023 was given by Treasurer Natoyia Allen. The bank balance as of Feb.
21, 2024, was $15,192.12. The estimated HOA budget for 2024 was $10,955. As of Feb. 21 st , 55
homeowners had paid annual dues. We have 97 homes in the subdivision. As of this year, we
have placed liens on six homes for nonpayment of dues, and have four homes that are
delinquent for 2023 dues.
It was noted that are current annual dues assessment ($90 per homeowner) is inadequate to
cover the HOA’s current and future annual expenses, which are increasing due to higher costs
for services. The largest expense projected for 2024 will be landscaping services.
The budget for 2024 was approved by those in attendance by majority show of hands.
Two items were brought up by homeowners in attendance: 1) request that the approved
minutes of the annual meeting be posted on the HOA website, and 2) concern about speeding
cars in the subdivision.
Nominations were received from the floor for the 2024 Board of Directors. After voting, the
following officers were chosen: President, Veronica Jennings; Vice President, Diana Richard;
Treasurer, Takyla Hill; Secretary, Latonya Eley; and Chair, Architectural Review Committee,
Ricky Bigley.
